Currently one is not able to create issues against a location if graphics do not exist. This is needed in workflows where the Issue is created to indicate that something is missing.

Suggest adding a synchronization status panel to the imodel summary page. This would allow the admin to check at a glance that no issues occured during the scheduled syncs prior to creating a named version for the users.
