Drive Tool fly-through save as a video

The Civil Drive tool can be used to create a model fly-through along an alignment but it would be great to be able to save/export this as an animation video (mpeg, avi) for playback and sharing.

Create Issue in Design Review when there are no graphics

Currently one is not able to create issues against a location if graphics do not exist. This is needed in workflows where the Issue is created to indicate that something is missing.
