Email notification upon job failure Merged

I have scheduled jobs that run a handful of times a day. There was an authentication issue, and after 5 consecutive failures, the scheduled was halted.

I didn't notice this until the project raised it with me 2 weeks later.

I'd like the ability to opt in to notifications, and also unsubscribe from

notifications as required.

This needs some thought as to not become a spam service :)
