Add user access right for "Named Versions"

Please add user access to specific models instead of the whole model.

For example:

If we create a coordination model which will run every day, we don't want to share these with the client. So it wood be great if we can choose which Named version the Client / external user can see without creating a bunch of models so we can do a detail CM walk thru in the model and share only a specific Named version every two weeks for example.

The main reason is that we can handle all issues inside one model and control them with different forms to split the issues for internal review and external review.
