Add a ‘Top’ view rotate

Add a ‘plan’ view rotate tool or expand the section tool so you can rotate views whilst maintaining top view. I recently wanted to create a rotated plan view to assist with viewing linear assets running horizontal instead of true north. I had some success using the section tool to align the view but could not get the view to align with the inear assets horizontal, and would align vertical. The only way I could achieve the rotated view i required was to create the save view in MS first and then use the saved view from MS in iTwin as a starting point.
