IFC Export without iModel

The current process for creating an IFC export is convoluted and requires the creation of a cloud iModel. We do not use the iTwin platform, however, we require the use of creating IFC files from OpenPlant.

Why doesn't Bentley have a DGN to IFC converter available that allows users to convert files on the fly without needing to create an iModel?
