Allow Project Admins to hide property types in the property grid in iModels

As a Project Admin or iTwin Owner, I want to be able to hide properties in the Property Grid for all Project users.

There should be able toggle to show the hidden properties for all users, but should not shown by default.

This should also be able to be templated and copied to other projects.
