Show slope in degrees in the measurement details

Engenium team wants to see the Slope value in Degrees as well in measurement tools. They liked that this was pre-calculated, and said they had to do that manually in other design review review tools.

Create Issue in Design Review when there are no graphics

Currently one is not able to create issues against a location if graphics do not exist. This is needed in workflows where the Issue is created to indicate that something is missing.
